1. Filling safety regulations
1.1 The filling coefficient of liquid storage tank shall not exceed 95%;
1.2 The safety accessories of liquid storage tank must be complete, sensitive and reliable, and it is forbidden to dismantle, move or stop using them privately;
1.3 fire extinguishing equipment must be equipped near the liquid oxygen storage tank, and there should be no inflammable and explosive materials within 5 m around the site, so as to keep the site clean;
1.4 The liquid system should have channel for tank car or fire truck, and it should have enough width for tank car or fire truck to pass through;
1.5 The storage, gasification, filling and use place of liquid oxygen is strictly forbidden to open fire within 5 m, and all fire sources should be eradicated, and there should be obvious fire prohibition signs;
1.6 often monitor the reading of the pressure gauge when the tank truck is transporting liquid, and it is forbidden to exceed the specified value of the pressure. When the reading of the pressure gauge increases abnormally, the tank car should be driven to the sparse and open place, open the vent valve, exhaust and release pressure. When discharging oxygen, no open fire is allowed in the affected areas;
1.7 liquid oxygen tank car must be equipped with safety devices such as safety valve, liquid level gauge, pressure gauge and static conduction;
1.8 The liquid tank truck can only enter the filling site for filling and filling after getting the permission of the main operator; when filling and filling, the operator must be on site. The operation of filling and filling should be conducted according to the operation specification to prevent the overflow of low temperature liquid. When filling liquid oxygen, there should be no open fire within 5 m;
1.9 tank car must be in the braking state to prevent moving before connecting filling infusion tube; anti-sliding block should be set at the slope;
1.10 The tank car should leave in time after the completion of filling, if the work of filling is interrupted for too long (overnight or holiday is interrupted), the infusion pipe connection should be removed;
1.11 when the tank car is filling, filling, loading and unloading, the engine of the car must be shut down;
1.12 The Content Analysis of harmful impurities such as acetylene, hydrocarbon and grease should be conducted regularly in the liquid oxygen vessel and liquid oxygen tank car, and the content of acetylene should not exceed 0.1 × 10-6, Otherwise liquid oxygen should be discharged, and the parking should be heated;
1.13 operators should wear clean and easy-to-take leather, canvas or cotton gloves when filling or handling low temperature liquid. If it is possible to produce liquid spray or splash, you should wear goggles or masks. When dealing with a large amount of low-temperature liquid or serious leakage of low-temperature liquid, you should wear the nail-free leather boots, and the trousers and feet should be covered outside the leather boots;
1.14 when filling or disposing liquid oxygen, the operator shall not wear working clothes and personal protective equipment stained with oil, and any clothes and protective equipment stained with oil must be replaced; do not wear chemical fiber clothing with electrostatic effect; do not wear nail shoes. If the clothes of operators have been permeated with oxygen, they are not allowed to enter the place with open fire. When necessary, clothes must be changed or fully blown off, at least blow off in the atmosphere for 15 min;
1.15 when the skin of the operator gets frostbite due to contact with low temperature liquid or low temperature gas, the injured part should be soaked or washed in warm water in time, and do not dry and heat quickly. Serious frostbite should be treated in hospital immediately;
1.16 oxygen and liquid oxygen storage tanks, oxygen pipelines and valves, instruments and tools contacting with oxygen, protective articles for personnel who overhaul oxygen equipment, etc., must be strictly prohibited from being polluted by oil. Oxygen pressure gauge must be equipped with no oil mark;
1.17 when oxygen is dispersed, fireworks are forbidden near the discharge port;
1.18 it is strictly prohibited to use containers without degreasing treatment to hold liquid oxygen.
1.19 The operators must be trained and pass the examination before they can take up their posts.
1.20 strictly prohibit illegal operation.
2. Key control points of filling process
2.1 The operation should strictly control the liquid level and pressure not to exceed the specified value, and at the same time, it should be compared with the on-site liquid level to prevent excessive filling;
2.2 Special personnel must be assigned to supervise the filling process on site to prevent leakage and other situations;
2.3 tank car must be in the braking state to prevent moving before connecting filling infusion tube; anti-sliding block should be set at the slope;
2.4 tank car should leave in time after the completion of filling, if the work of filling and filling is interrupted for too long (overnight or holiday is interrupted), the infusion pipe connection should be removed;
2.5 when the tank car is filling, filling, loading and unloading, the engine of the car must be shut down;
2.6 it is strictly prohibited for non-operating personnel in this position to operate the valve;
2.7 After filling, the hose should be removed after the residual liquid is discharged to prevent frostbite;
2.8 wear protective equipment when operating; the operator should stand on the side of the valve to prevent frostbite.
