What is the "three Simultaneities" of safety production

All new, rebuilt and expanded construction projects, from feasibility study to completion acceptance, production and use, must be constructed and managed in strict accordance with the requirements of simultaneous design, construction, production and use of safety production facilities and main works of construction projects, and the investment in safety facilities shall be included in the construction project budget.

Three Simultaneities are: simultaneous design, simultaneous construction, simultaneous production and use.
