1) The station must be established after being reviewed and approved by relevant departments in accordance with the provisions of the "Regulations on the Safety Management of Hazardous Chemicals" and the "Regulations on the Safety Supervision of Gas Cylinders" promulgated by the State Council;
2) The filling station shall go through the registration formalities with the boiler and pressure vessel safety supervision institution of the labor department, and can only engage in gas filling work after passing the on-site assessment;
3) The production equipment, buildings, and safety facilities of the filling station must comply with the regulations on fire prevention, explosion prevention, and environmental protection;
4) The filling station must establish a management system to ensure filling quality and safety, such as safety education, training, fire and explosion prevention, storage and transportation, and equipment maintenance systems, and have technical data such as standards and specifications related to the filled gas and gas cylinders;
5) The filling station should have facilities that meet the requirements of environmental protection, public security, labor, and other departments to replace or handle flammable and harmful gases in the bottle;
6) The filling station should have a workshop, site, filling equipment, safety facilities, as well as laboratory and detection instruments and tools appropriate to the type and output of the gas filled;
7) According to the specific regulations of GBl894, safety signs should be set up at eye-catching places inside and outside the filling station according to the gas characteristics;
8) The filling station shall be equipped with a full-time technical director with a technical title of engineer or above (including engineer);
9) The filling station should be equipped with full-time safety officers with a high school education or above and qualified in professional technical training;
10) The filling station should be equipped with gas filling inspectors, product quality testers, and cylinder administrators with a junior high school education or above and qualified in professional technical training;
11) The filling station should be equipped with gas filling personnel with a junior high school education or above, who have received professional technical training and passed the assessment by the local labor department, and there should be no less than two gas filling personnel per work shift;
12) Personnel engaged in loading, unloading, transporting, and receiving and dispatching gas cylinders at the filling station should master the relevant safety knowledge, regulations, and standards for the filled gas and its cylinders.
