1) The station can only be built after the review and approval of relevant departments according to the regulations on the safety management of chemical dangerous materials and the regulations on the safety supervision of gas cylinders issued by the State Council;
2) filling station should go through the registration formalities of Boiler and Pressure Vessel Safety Supervision Agency of Labor Department, and can only be engaged in gas filling work after passing the on-site examination;
3) the production devices, buildings and safety facilities of the filling station must conform to the provisions of fire prevention, explosion-proof and environmental protection;
4) the filling station must establish management system to ensure the quality and safety of filling, such as safety education, training, fire and explosion-proof, storage and transportation, equipment maintenance and so on, and it has technical data such as standards and specifications related to the filled gas and gas cylinders;
5) the filling station should have facilities which meet the requirements of environmental protection, public security, labor and other departments to replace or handle combustible gas and harmful gas in the bottle;
6) the filling station should have factories, sites, filling equipment, safety facilities, testing instruments and tools which are suitable for the type and output of the inflated body;
7) according to the gas characteristics, according to the specific provisions of GBl894, safety signs should be set in the eye-catching places inside and outside the filling station;
8) the filling station should be equipped with full-time technical director with engineer's technical title or above (including engineer;
9) the filling station should be equipped with full-time security officers who have high school education or above and have passed professional technical training;
10) the filling station should be equipped with gas filling inspectors, product quality inspectors and gas cylinder administrators who have a junior high school degree or above and have passed professional technical training;
11) the filling station should be equipped with gas-filling staff with junior middle school education or above, who have passed the examination of professional technical training and local labor department, and each working class should not be less than two;
12) the personnel of loading and unloading, carrying, receiving and receiving of the cylinder in the filling station should master the relevant safety knowledge, regulations and standards of the air cylinder and its cylinder.
