Carbon neutrality, the term of energy conservation and emission reduction, refers to the total amount of greenhouse gas emissions directly or indirectly generated by enterprises, groups or individuals in a certain period of time. Through afforestation, energy conservation and emission reduction and other forms, it can offset its own carbon dioxide emissions and achieve "zero emission" of carbon dioxide. The peak of carbon emission means that the carbon emission enters the stage of steady decline after entering the platform period. To put it simply, let the carbon dioxide emissions "break even". On September 22, 2020, the Chinese government put forward at the 75th UN General Assembly: "China will enhance its national independent contribution, adopt more powerful policies and measures, strive to reach the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060." On March 5, 2021, the government work report of the State Council in 2021 pointed out that we should do a solid job in the work of carbon peak and carbon neutralization, formulate the action plan of carbon peak before 2030, and optimize the industrial structure and energy structure.
